A village depends on a town for certain services eg schools, hospitals, shops etc. To become a town, the village must supply these services. There are many things a town must have to become a city. Im not exactly sure but i know the only reason my town is not a city is because it does not have a cathedral.

When housing estates are built around the village and the population more than trebles, when larger shops open up. When a new school has to be built to accommodate the children. When our peaceful quiet life is turned up-side-down, when the crime soars and we pass strangers in the street. Thats when another village `bites the dust`.

a village can only become a town when it gets a town hall. i live in britians largest village but we cant be a town because we have no town hall.

I think towns are usually places which have or used to have markets, and I believe they have Town Councils too.

tha farther out they build within the city limits, the bigger the town gets, and the farther the city limits are. make sence? that's the way it is here.
