Which war?
The Revolutionary War and the War of 1812 really had no impact on the lives of blacks and women in terms of their civil rights.
The American Civil War led to the emancipation of the blacks who were held as slaves, but this gain was offset by the Jim Crow laws enacted by many Southern states following Reconstruction. Again, women were still left at the gate.
The Spanish American War and World War I brought no changes, either, unless you consider the constitutional amendment granting woman suffrage in 1920 to have been due to World War I, but I don't see any connection.
World War II saw blacks, serving honorably in the military (though in segregated units, and usually with white officers). Of course, black, white, Native American and women of other ethnic backgrounds served in the military as well, and often took nontraditional jobs in the civilian sector, such as bus and trolley drivers and welders (my own gradmother was one of the welders!). The end of this war led to some changes for blacks, most notably a growing assertiveness among them that resulted in the civil rights movement.
For women, it wasn't until the 1960's that a new wave of feminisim swept the nation. Following the Second World War, they were expected to just quietly go back home, have babies, and be 'traditional.' Never mind that they had proven that women could do 'men's jobs' as well as men could--and that women had also suffered during the war just as men had (research the nurses who were on Corregidor when it fell to the Japanese).
So, it would seem that the war that had the most impact on blacks and women was World War II.

I know a lot of blacks died in Vietnam, because whenever the sergeant yelled "Get Down" they'd jump up and start dancing.

If u refer to WW II, well I would say that because of their active participation (in different ways), both of them gained more rights.
