The highest i can set the resolution to now is 1280 x 768. Is there a driver I can download to get the resolution uo to 1400 X 1050 or is it in the screen.

NO YOU CAN'T. The display has a fixed native resolution. You can't go any higher since there are no more pixels on the screen to use up!

It depends on what LCD panel the machine came with. Most thinkpads can have higher resolution panels but they have to be ordered with them. If 1280x786 is the max then you can't go higher.

I don't believe so. If you've got the current driver from IBM (Lenovo) then you're at the highest you can be.
