No, it definately cannot. It only changes a person's appearance, that's it. Looks are only an illusion--assuming that your speaking of plastic surgery.
There would be a gratifying feeling for awhile for the person who got cosmetic surgery, although it's superficial/artificial. So, yes, they would be happy at 1st for a period of time. (you know receiving lots of compliments, getting looks and glances wherever they went, esp. if a person who wasn't perceived as "good looking" by societal standards".) The ego boost of it all would fade in time when they realized that all the compliments in the world, all the dates in the world w/nice looking men, all the jobs they got over as "an extra" boost for looking good in the end wouldn't and could not ever compare to their inner being. The importance of who they are spiritually or emotionally--the real essence of their being.
Some things around them, externally/in the world definately change on some levels.
But the core being of who they really are inside has absolutely nothing to do with their "shell".
Looking good only has a few set of advantages in the world.
It would take them a long time to realize the truth once they experienced it 1st hand
(and that's okay, to each's own)
But some people never learn the lesson

A very experienced plastic surgeon can make drastic changes to a person's facial appearance. They probably wont look identical, but some of the features can be similar.
