I am not sure about a minimum age but you do have to have prescription.

When I was a teenager a long time ago. I went to the health department and was supplied with birth control. There was no requirements for informing parents. You may want to try that if you want birth control pills. However, BC Pills do not protect against STDs such as HIV. So, please take necessary precautions for STDs. Having unprotected sex is not worth your life!
