Carrying versus using it are two different things. I want my daughter to have hers on her at all times, but i dont want her using it in school to text her friends or call anyone else. I dont think that phones are necessary though.
For example- a few months back her school went in to lockdown and i couldnt get in touch with the school to make sure she was ok- so i called her cell phone to make sure she was fine. I was so scared for her but when i heard her voice and she said she was ok- then i was fine.
so i really only have 1 reason why a child needs a phone in school (other than medical reasons). And that is so the parents can get in touch with them in case of emergencies. Other than that- no.

They should not have cellphones at all, even though some might claim they want their child to have one in the case of an emergency, they should be able to call the school.

I believe, after 36 years of experience, that they should be allowed to, but if the teacher catches them using it in class a detintion should be issued and the cell phone taken away and retured the next day.
#1 reason: Emergency Use
#2 reason: It gives them the responsibility to do what is right by not using it in class.

well carrying a cellphone in your backpack or locker is ok, but keeping it in your pocket or holding it when in a class is not ok if it rings the teachers will take it away. 2 reasons why kids should be able to carry cellphones is for emergencies such as leaving your prodject at home and calling your mom to pick it up or being able to catch a ride by calling a gaurdian

Yes they should.
1. Many students have situations outside of school that are very important, and may even be life/death situations.
2. All should be better equipped for emergency situations. Especially these days with bombs & guns in school.

Not during class -they would be too absorbed in checking text messages and phone calls.
Between classes-Absolutely. Just like adults its a way to communicate and meet up with friends as well as parents.

omg i've been complainin bout this for yrs!!! do we actually NEED a reason? besides the fact that it's useful to be able to comunicate with ppl, plus its kinda pointless if u gotta go back to ur house after school to get ur cell.
if teachers r concerned calls'll disrupt the "learning process" then it should be on vibrate and return the calls when ur not in school

i keep my cell phone in my schoolbag all the time, in case one of my parents texts me or calls me about something important
(its on silent though, so i can call them back when i have time)
i tihnk its disrespectful when students text each other during class, but that's their choice to not pay attention.

Use them (anytime at all, to phone, text, Net) other then lunch and passing/free periods???)
Teacher viewpoint: No
Parent viewpoint: No
Teachers, staff, coaches, etc should not be able to use them "anytime" either (Times should be restricted)

1) in case there is an emergency at school
2)change of plans and they need to alert parents or friends...alot of schools won't let students call home or anything like that.
