Did he kinda draw or sketch the picture then paint over it with oil paint?

He ised oil paints and tempera. Tempera paints use an egg or oil vehicle which is thinned with water, but which becomes water-resistant when dry. Egg tempera was the predominant method used in the Renaissance and pre-sixteenth century, when pure oil painting found its own following. Advantages of using tempera include its resistance to water and applications for highly detailed and complex paintings.

absolutely, 100% yes. He made many of his paintings like the Mona Lisa using oil paints.

However, Leonard DA Vinci was such a curious man and an experimenter that he often made innovations that were no stable colours, that is why it is so difficult to restore some of his paintings.
