The chances are insanely slim, but I suppose it could be possible. If there was no actual penetration but there was semen at the vaginal entry, there is the tiniest possibility that some sperm could swim into the vagina and up through the cervix into the uterus. But those would be some seriously bionic swimmers!
If he doesn't ejaculate, there is still a substance commonly known as pre-***, which also contains sperm. That could be excreted from the penis at any time during arousal.

Yes pre-ejaculation liquid contains 1000 of sperms even if you dont have sex but the liquid reaches yooour private parts you might get pregnant.

I doubt u can get preg with out having sex and the comination of him NOT ejaculaing. ur talking about an ity bity amound of sperm being able to swim throughout the woman body from the outside of her vagina. Hard I would say to do

If you are trying to get pregnant without sex then artifical insemination is an option.

if your genitals were exposed to his even without penitration if there was any sort of sperm even pre-sperm. On the outside of your vagina you could still get pregnant.
