If they are in the state of Texas you can go to the TDCJ website and look under inamte search. If you do not know the inmates TDCJ number or SID number you can put in there first, and last name, sex, and race and it may work.

Will depend on where the inmate is.
If a federal inmate, try the link below and look on the left hand side.
If a state inmate, go to your state's Dept of Correction or Secretary of Public Safety website. They have a similar option.
In some state (like Alaska) the state's Dept of Corrections also operates local jails. So their website could also would locate jail inmates (normally someone serving 12 months or less). But in Virginia, each locality is responsible for operating their own jail - so you would have to know which county, town, or city they had been convicted in. Several rural communities have joined together and operate, regional jails that serve multiple locations.
There are also times when a jurisdiction will transfer an inmate to another jurisdiction. For example, someone living in New York was driving to Florida and stopped in Virginia to rob a gas station. They get convicted in Virginia, but because of trying to maintain family ties, Virginia and New York may agree that the inmate will serve the time in New York. This happens frequently, but is not widely know.

Go to the website for that state's Department of Corrections. Most, not all states, have an online inmate locator. The states that don't have the online locator will list a telephone number to call for that information.
