Is it a real rock? Seriously, the color matches the curb and could be a man-made feature (seeming the name of the photo makes it appear to be from the Matterhorn ride....rock slides). There has to be a reason for the fence to be like that, as it costs more to do it that way. Other reasons could be for power cords to a vendor, or for parades.

Perhaps they built the fence with something else there previously (a tree root or something like that). Then, after the original object was removed, they added the rock to make it seem like it was planned that way.

it was probably some rock that fell there in the early days so they didnt want to disturb it....or whever made the fence was REEEAAALLY high

I am not sure but I would say decoration.
They could not have kept it there because it is easier they would have had to form the metal for it. That's neat of you to notice!

sometimes when their building the fences, then they tilt, so they use the rock to keep the place of the fence where it was tilting.
