-- Expand Healthy Families/Medi-Cal for all children in families earning under $60,000 a year.
-- Doctors would pay 2 percent of their fees while hospitals pay 4 percent of its revenues to the state to help the uninsured obtain coverage.
"In each care where it appears to be we're taking something from someone ... if you do the math, everyone is left with a better deal here," he said.
For example, covering an additional 6.5 million people will simply mean more business for hospitals, doctors and insurance companies, Schwarzenegger said.

From the little bit I undstood on the TV, everyone in CA will have insurance.. no matter what.. They are going to raise taxes 3% for everyone to pay for it.

Basically it's suppose to cover those who don't want to pay for it on their own and illegal aliens. If you live in California and you are middle class, you will pay for it.
