-- Require insurance companies and hospitals to use 85 percent of revenues from premium payments for patient care rather than profits and administrative costs.

-- Set aside $4 billion for Medi-Cal reimbursements to bring those payments up to par with Medicare payments.

-- Expand Healthy Families/Medi-Cal for all children in families earning under $60,000 a year.

-- Doctors would pay 2 percent of their fees while hospitals pay 4 percent of its revenues to the state to help the uninsured obtain coverage.

"In each care where it appears to be we're taking something from someone ... if you do the math, everyone is left with a better deal here," he said.

For example, covering an additional 6.5 million people will simply mean more business for hospitals, doctors and insurance companies, Schwarzenegger said.
