Do they charge you extra for extra people? Do they have to approve every person? Do they ever approve extra people for a 1-br, etc.? What else should I know?

My friend, any answer you recieve on here is going to be irrelevant. All you can do to get an answer that is going to have any value is to have a conversation with the management companies representing the apartment complexes. Call five of them, have a pointed conversation with them and you will have your answer in 30 minutes. Go to the source.

You should find out from the community/landlord you are interested in renting from. My company requires all occupants to be named on the lease agreement and all adults to be Leaseholders. (Most management companies/landlords want to have control over who occupies the home.) This is for accountability as to the terms of the lease agreement.

I, personally, have not heard of additional charges (beyond application) for additional occupants/leaseholders.

County/city set occupancy limits. Example in Baltimore County the limit is no more than 2 person per bedroom (2 people in a 1BR, 4 people in a 2BR and dens do not count) It may be different in your area.
Good management companies post their occupancy restrictions along with HUD notice fair houing compliance in a conspicious place.
