The U.K. council who operate the licensing section sais it operates in a grey area and want to relate the fee to the property warehouse which their isnt. they cannot relate it to the website and say that i must pay for a licensing solicitor. they have no idea how to relate a license to me. they say that if i was strictly serving the trade and not home deliveries then i would not need a license. the council do not know how to deal with this. I need to know if i need a license, and if so how are they going to relate the fee. HELP

You need an "off" licence. For consumption off the premises. Hope this helps.

The council need to check on the Licensing act. You only need a license if you sell by Retail. That is single units(Bottles) of alcohol.
If you sell in wholesale quantities then you do not need a license. Wholesale amounts are defined as a case (12 bottles) of wine or spirits or two cases(24 Bottles or cans) of beer.

At least I know that used to be the case as I used to do it. The amounts may have changed slightly under the new act. If you Google Licensing Act you will be able to view a copy of the act which will tell you. That is if you persevere through the umpteen pages of it.

well if they don't know how to help you and they're the ones who deal with the licences, then i don't see how i can.
i would suggest contacting your local trading standards office to discuss the matter with them.
if the UK council who deal with the licences cannot sort out what they should do with you then just go ahead with your idea - keeping in contact with them on a regular basis in case they do decide to charge you, and try to keep them on side - they may just decide to overlook you as they're not sure how to charge you!!
another thing would be to contact any similar companies already in operation to see if they have a licence or not.

there's a company called dial-a-drink.co.uk if you got in touch with them they might be able to tell you how they got started, I've seen a few vans around my town and my daughter has actually used this service. good luck
