By 'penny turtle', I wonder if you mean the Red-ear slider, a common turtle sold as a baby for low prices.

Red-ear sliders can live in a fish tank as long as the tank is big enough, but they will eat and harass the fish- a natural food for them, and make a lot of wastes that the filter will have troubles with.

You should also provide UV-B lighting, a differnet diet than the fish eat, etc.

In other words, it is not a good idea.

well penny turtles can live with the tropical fish but it might take a snap at them once in a wile
