The perimeter of a square is the sum of the sides. In other words, if one side is 's', the perimeter is 4s.

So you have:
18 < 4s < 52

Now divide everything by 4:
18/4 < s < 13
4.5 < s < 13

So the length of the side is between 4.5 and 13.
