Not truly, but substitutes and surrogates may be and are offered... in every form and type, from great literature and music to drugs... and although they may serve as vehicles to your imagination and even speak to your dreams, they are not your dreams... they are some notion of a dream... maybe a suggestion ... a glimpse of another dream...
But until you dream it, it is not your dream.. and when you dream it, you dream it for free...
So, no, not truly, and truly not at all... you cannot buy a dream anymore than you can buy love...
Yet, funny, you may always find dreams for free... and they're the real deal...
A sad irony, however... people may "sell" themselves.. and in so doing lose sight of their dreams... but they did not sell their dreams.. they just gave up... so sad when they do..
On a lighter note, a few fanciful or whimsical notions crossed my mind when I read your Q...
