Someone answered:

Golden Nuggett downtown,

which is a pretty good answer but if you're downtown and had to make a choice, you should really try:

Main Street Station

They can offer much, much more for the money and they have a large Pacific Islander crowd so there are many unique choices along with all the better-than-average standard breakfast buffet choices. It costs about half as much as any place on the strip so if you have a family it's well worth the trip.

Locals dig Sam's Town. It's off the strip a ways but there buffet is amazing. I like Sahara's as well. Sahara's is pretty standard but if you're looking for that old school experience, Sahara is where it's at.

I would have to say Harrah's does but make sure you get one of their players card and you get 5.00 off their buffet.
