We stayed at Mandalay Bay last month during the Luxury Travel Expo, while the renovations were in full swing.
Bill Hornbuckle, president and chief operating officer, Mandalay Bay Resort & Casino, was one of our opening day keynote speakers. He told us, in great detail, all about the renovations taking place both inside and outside the hotel.
He emphisised the great lengths that Mandalay Bay was taking to insure that guests were not disturbed. As you wrote, he stated, for example, that when they are working on floor 8, they will close floor 7 and floor 9 to act as a buffer against noise and not disturb the guests. An entirely new 23 million dollar outdoor pavillion is being constructed by the pool, and is promised to be ready by the time the weather is ready for swimming. He showed artist's renderings of the facility - it looks great!.
The the elevators have been programmed not to open on any floor that is undergoing renovations, although I did see some flat-bed carts of some builing supply products on one floor.
With their reputation as a deluxe resort on the line, I do not expect that you would have anything less than a perfect vacation.
When you go, please say hello to my money. I couldn't win in their casino. Had a blast and did win a couple of bucks at Casino Royale - a small hole-in-the-wall casino located between Harrah's and The Venetian.
Here's some other info for you. For fun we went to see the Neil Diamond tribute show at the Riviera - Jay White, the fellow that does Neil, is nothing less than perfect! His appearance, voice, clothes and moves ARE Neil Diamond. I thought that I was at a Neil Diamond concert. The room is rather small, maybe 200 people in the audience. We had a ball. You can get half-price tickets for this and many other shows at ticket outlets up-and-down the strip. The outlets are called "Tickets 4 Tonight" and they go on sale about 11:00 AM (first-come-first-served) for that night's performances only.
Another good source for reliable discounts are the books (such as “What’s on in Las Vegas” or “Las Vegas 24/7”) that are distributed in most hotels. The also give good info on where to eat and what to see. They’re really good little pocket guides!
The best free show is the Fountains at Bellagio - they perform every 15 minutes after dark - just spectacular. The Siren’s of TI show at Treasure Island is also good Other free attractions of note are the Lion Habitat at MGM, the Volcano and the White Tigers at Mirage, and the fountains inside the Forum Shops at Caesar’s Palace. If your going downtown, the Fremont Street Experience is truly on-of-a kind, and don’t pass up the ’world famous’ $.99 shrimp cocktail at the Golden Gate Hotel! Head over to the Rio (with free transportation from Harrah’s) to see the Carnival in the Sky.
I strongly suggest that you take a ½ day away from the strip and go to Hoover Dam. That is quite a sight! There are many tour companies to chose from that will pick you up right at your hotel.

A hotel with the prestige of the Mandalay Bay cannot and will not risk people staying there and complaining. I would say that they will be quiet and reliable. Its an amazing hotel with a great reputation which it will not want tarnished for the sake of a few renovations.
