Is it an influencer or guide to where we live or when we move? An if so, how? Ive read somewhere that we all have certain countries and cities that we are good with, is that part of it?

I agree. There is a whole separate branch of astrology that deals with relocation, and where you would/could be better off. Neil Michaelson's astrocartography will help you calculate those places where you best function. Your natal chart will confirm. But just as an example, if you're looking for love, or where you will best develop artistic pursuits, you look to where your Venus line falls. And every country also has it's own ruler., as does each city.

I think you are talking about astrocartography. This is the astrological science of studying how one's life radically changes depending on where you live. Depending where you live the planets can influence your relationships or finances. Astrologers use your natal information and input into a astrocartography software that prints out a map of the world.
"The astrocartography map tells us where each planet was angular at the time of birth. Empirical research demonstrates that those places will be stronger in relation to the types of activities indicated by the planet-in-question. We can see, in the natal chart, what those indications might be. But we should remember that one area will not “be better” than another. For example, you might say that a Venus line would be better than a Saturn line, the former indicating sociability and artistry, the latter indicating discipline and limitation. However, the Venus line does not promote energetic organized activity in pursuit of specific ends, while the Saturn line does. So if a person feels the need for organized activity in pursuit of specific ends, he or she should give serious consideration to the Saturn line. That there is ‘a time for every purpose under Heaven’ may suggest that, from an astrocartographical point of view, there is also a place for every purpose. So before we go to the place, we should give some thought to purpose.

There is a field of Astrology called Astrocartography (astromaps) that basically superimposes the paths of the planets in your natal chart over the globe, and the idea is that you might find certain influences more prevalent in those areas.
