I'm wondering about places like Poland, Hungary, and Romania (I know that when film makers want to show squalor they often film Romanian towns i.e. the Borat movie).

When you think of underdeveloped like in the Borat Movie: No! There are of course some small villages (not towns) that look like ghettos - but they are existing of course also in the US and in southern europe!
But in the bigger cities the average living is pretty much like in western nations, except that most people are somewhat poorer.
And there is of course a big difference between the countries. The balticum for example is pretty much developed and everyone got internet and a cellphone, but countries in the southeast (especially in the ex-war countries of ex-jugoslavia, but also romania, bulgaria) are more "underdeveloped". Poland and Czech is somewhere in between, but as a general rule you can say: In all the metropolitan areas life is as we know it from our own and not like in the Borat Movie.

Yeah...for the most part they are.

I've spent a few weeks travelling through eastern europe...and most of ukraine, poland, czeck republic and the sorts seemed pretty run down.

other than parts of warsaw, prague and budapest...it was bad by most people's standards.

i thought it to be beautiful and full of interesting history though.

Yes it is. They aren't as industrialised as the US, UK, Germany etc.
