Yes, he does. When Anakin and Obi-Wan return to Coruscant after the space battle and Anakin meets the delegation, there is a brief shot where Jar Jar bumps into Senator Orn Free Ta (A fat blue Twi'lek), who says "Watch it!" and Jar Jar replies "'Scuze me" in a quiet and timid voice.
