First off that is way too many teams. A 16 team playoff would add 4 weeks to the end of the season. This would be bad for two major reasons; First, the bowls season is as late as it is due to finals, remember these athletes are still students first and have to worry about that as well, Secondly, these student-athletes are not getting any type of pay to go to school and the education doesn't mean that much to many of them so these extra game would just put them in harm's way of getting a major injury and hindering their professional career. I do think a 4 team playoff would be a huge improvement over the current system and would love to one day see an 8 team playoff, but I think anything over that is too much.

The rumors I've read say that the Big 10 rep is the only holdout against the playoff system. Ultimately it's got to be about cash. Schools are fearful of the easy moneymakers Bowls are, in lieu of a harder time in the playoffs.

because you could put up a huge screen tv on the playing field and play reruns of Matlock on it in the middle of the stadium with no football being played, as long as the university's presidents get their cash.

As long as the money flows from this system, they dont care WHO the national championship team is or how they should figure it out

B/C Jim Delany controls the Big Ten which covers 25% of the nations' TV households and he will never let it happen.
