Or, if you mean the down town area (city centre), then The Loop is what locals call the historical center of downtown Chicago.

I would consider the "Heart of Chicago" the downtown area.
I do not consider the whole city "the Heart of Chicago" I do not know that there are SPECIFIC parts of town that are in or out of boundary. But in my opinion basically -- it is the livelier part of the city. Mainly the part that that had to be re-built after the great Chicago fire. I guess you can say that it is where things are always happening -- like the lakefront, near the museums, night clubs, restaurants, etc.

an area downtown south of the river called the loop. The El, brown purple and pink lines all make a circle around this area.
It is also where State and Madison intersect. Chicago is set up on a grid system. Every address has either East, West North or South in it. The numbering system starts at State and Madison and radiates outward.

Chicago has a lot of "hearts", since we're known as a city of neighborhoods. I supposed the "center" of Chicago would be State and Madison in the Loop, the central starting point of the city's street number system. But since we have so many different ethinc neighborhoods, each has their own "heart" that is unlike any other part of the city. There's a "heart" in Bronzeville (Black), in Pilsen (Latino), in Chinatown, in Little Italy, in Andersonville (Swedish), in Wicker Park (the "heart" of the hipster community), in Bridgeport (Irish), on the Northwest side (Polish), on Devon (Indian, Pakistani and Jewish).
There's also a motel on near Ridge and Peterson called "The Heart of Chicago Motel", if that''s what you mean ;P

IMHO it is based at Madison and State which is 0 East/West and 0 North/South on the city grid system. My personal opinion if you want a larger definition is 800 North (Chicago Ave) to 800 South (Balbo) to 400 West (The Chicago river) to the Lake on the East.

The heart of Chicago is considered the whole metropolitan area
for example....... when your coming into Chicago....... some say now we're in the heart of Chicago.

The only thing I would add is that the tourist district is the Near North area known as River North, Streeterville and Michigan Avenue. This area has most of the shopping, bars, restaurants and entertainment that visitors are likely to be interested in.
