No.
As far as i know, Alan Scott will forever be a member of the Justice Society. Its pretty obvious why he hasnt recieved his own series. The last time he had his own series, The Sentinel, he had a christmas themed costume, Green Cape and Red spandex. It didnt sell too well. The problem with Alan Scott is the same one they have with Jay Garrick and Wildcat. They sure can get their own series but they have become such an icon in the DC universe that its no fun to read about Alan Scott by himself.
Admit it, Alan Scott was funner to read about when he was with Checkmate. One minute, he's butting heads with Amanda Waller inside Checkmate as White King. Next minute, he's sent by checkmate to check up , which i mean, Chews them out, on the Outsiders, even considers shutting them down if they don't stop blowing stuff up. His interest now in the DCU is strictly as a voice of reason.
If you want a good view of Alan Scott and what im talking about, read JLA/JSA: Virtues and Vices. Its good and a lot of Alan Scott time on it. If you enjoy Alan Scott, also pick up the new JSA the first 5 issues of Checkmate.

You know the original GL's co-creator, Mart Nodell died last month, right? To tide you over, you could re-read the 60's/'70's JLA/JSA team-ups, the '70's "All-Star Comics" revival, or "All-Star Squadron".
Or, you could join these guys: http://games.groups.yahoo.com/group/allstarroleplayers/
The original Green Lantern is taken at the moment, but there's beaucoups of heavy-duty Golden Age characters available. Check it out!

He HAD his own title for years before the other guys came along…! What more do you WANT????
Just kidding. I’d love to see Alan Scott back in his own title, but I don’t know how well he’d go over with the general public. His ring is magic, not made by the Guardians, and he is not responsible to them. (Guy Gardner was a waste of a Power Ring. Why did you THINK they teamed him up with G’norrt?)

at the moment they cannot do that. or at least they cannot do that until the current "52" story line is wrapped up. all characters that are currently in the 52 story line will not appear in any other comics according to DC, and alan scott appeared in the first issue of 52 with ony one eye... and it wasn't his own (more than likely it was adam stranges eyes since his were removed.
there's 52 issues of 52 planned (one for every week, meaning one year), so don't count on anything until next year at which point we'll know what is likely to happen to alan scott
and since the JSA was dissolved in one of the issues of 52, it might be a possibility that he may get his own comic.

sorry i kinda goofed there, turns out he *is* in a current comic as part of checkmate.

I think so. But will the present market support the book long enough to give it a healthy run? There's the rub.
