There are machines that will do it. See if one of the copy centers can do it for a fee.

Folding Letters Into Envelopes

You need a machine to do the folding, don't waste your time trying that one by hand. A bindery will do that cheap.

Stuffing already-folded papers into envelopes is easy. Grab a handful of envelopes, take the first one, and tuck it under the flap of the next one in the deck. Catch the next one in the deck and push it slightly off the top of the stack. Now you can easily grab both envelopes, and tuck them under the flap of the third envelope. You can repeat this with lightning-quick hand motions until the entire handful of envelopes are all nested under one another's flap, until you can bend the whole thing back and have a stack of open envelopes. You can sure stuff them faster that way. Have a container of "Tacky finger" handy.

You would probably best off looking into buying a machine that folds letters and stuffs envelopes for you.

Cant help with stuffing but for sealing have a wet sponge in front of you and dab the sticky part of envelope on it instead of having to lick it.
