The fovea is the part of the retina that has the greatest concentration of cones. The cones are the color receptors.

Three types of cones in the retina perceive the three primary colors. Other colors are perceived as a mixture of the primary colors. Rods in the retina perceive white and black and give us night vision.

Umm, I haven't been in school for awhile, but I don't think it is your retina. It's something about rods and cones, and the cones percieve color.
