If you think your dog was bitten by a rabid animal, you need to quarantine it immediately! It needs to be quarantined for 10 days (I think). You can either do this at your vet clinic (recommended) or in a kennel in your own yard. Doing it at the vet is better, because if the dog does come down with rabies, the vet can humanly euthanize it.

How can you tell about the dog or the animal that bit him? Usually a rabid animal foams at the mouth and acts un-natural, like extreme bravery towards humans, and charges at them or other animals bigger than them.
If it is your dog, then get him to a vet for quarrantine! Because if you dog bites someone and they want proof of a rabies vacc.and you don't have one, then your dog will die. After about 10 or more days, because the dog will be held for that long if it doesn't show any signs, but if he begins acting mean, they will cut off his head and send it to a lab to have it checked out. But after 10 days and no signs of strangeness/meaness/or acting un-natural he should be fine, and you can let him off the chain or the out of the pen(yah, try to keep him locked up at home, as keeping him at the vets can cost an arm and a leg for 10 days!)

The biter would have to be determined to have rabies. And that would involve catching it.
Just because a dog bites another dog, don't automatically assume that the dog has rabies. The incidents of rabies in dogs is extremely low. The last rabies incident we had in our area was 30 years ago and involved a racoon, not a dog. And the same applies in most areas.

Some of the first sign you can tell a dog is rabid is when it starts getting mood swings(happy for one minute and gets really grumpy the next minute) or when the dog starts stumbling around.

You need to trap the animal that bit your dog and call your local health department. The will have the animal euthanized and the head sent to a lab to test it for rabies.
