Can a CD/DVD burner from newegg also read Cd's andDVD's or is it just for burning purposes?

Yes, there is no such thing as just a burner; if it burns discs it has the capability to read discs also. Of course it is possible that you are looking at a DVD/CD-RW combo drive, which means that it only reads DVD's and reads and writes CD's.

it can read, all of them do, if it burns, it can read

it can both READ and WRITE
