In January 1821 Thomas Jefferson published a short autobiography and I suggest that you read it. Here you will find those events leading to the writing and ratification of the Declaration of Independence and you will also find no hesitation on his part to contribute to its final form.

As to the Bill of Rights, it was Alexander Hamilton and James Madison who resisted it as not required and they believed it would lead to the general government assuming powers not delegated. Time has proved this a valid concern. However, due primarily to the growth of factions (political parties) and their use of governmental power, Madison eventually changed his position to that of Jefferson in supporting a Bill of Rights.

The source is a link to an excerpt from his autobiography that accounts the days leading up to writing the declaration. It seems to indicate he did very much want to write it.

PS:It was a bill of rights he didn't want because he feared (well, what has happened actually) that it would be interpreted as an exclusive list (hence the 9th amendment). Read the Federalist papers (you can read them online) and the legislative history of the first congress. Also, Jefferson wrote personal papers that came out well after his death about it.

In the book John Adams, its says Adams was surprised he was not chosen to write it as he had more of a talent for writing and speaking than Jefferson. Jefferson was highly intelligent and a prodigy that excelled in many different areas but not known for his oratory or writing skills.
The Declaration of Independence went through several drafts with several people looking it over, especially John Adams and Ben Franklin.

Thomas Jefferson was a brilliant man and second to none in writing. That is how he spent his time while sitting with his sickly wife for 6 years. Go to www.history.com His whole purpose was to Declare Independence what or who is making up stories.

I believe he definitely wanted to, because he ended up writing more of it than anyone else.
