Shaving at age 13 will NOT hurt you at all. Some people will probably tell you that your facial hair will grow back thicker and faster, but this is NOT true. Shaving at an early age does not change the hair follicles or cells at all. I actually asked my Histology professor in med school if shaving would change how the hair grew back. And he verified this information.
So if you want to try it out, no problem. But the novelty wears off real fast.

Nothing will happen if you need to or not. If you don't have a beard yet you'll just exfoliate the skin. When you have some hair growth you'll both exfoliate and get rid of the hair. Go ahead, practice!

If you have facial hair at 13 then there is no reason you shouldnt shave.

If you're starting to grow facial hair/body hair then yes.
Nothing bad will happen, but the hair will grow back (I know, it's a pain)
