700 numbers are generally toll free and reserved for the carrier of the phone service of the phone you are calling from.

If you dial 700-555-4141 you will be told the local and long distance carrier.

If you ever are in doubt of where an area code is call the operator (dial 0) and ask them what the charge will be per minute, they will tell you. Just don't let them dial it for you, that will cost a couple bucks.

NASC Number Administration Service Center (Toll-Free 800/866/877/888 database)

700 is in service 1984
Area code 700 was assigned in 1983 on the eve of the introduction of long distance competition in the US. The intent was that interexchange carriers could use 700 numbers to implement new services quickly. When a 700 number is dialed, the local exchange carrier processing the call routes it to the presubscribed interexchange carrier, unless the caller has overridden presubscription by dialing 101XXXX before the number. Thus each interexchange carrier has access to all 7.92 million 700 numbers. 700 numbers are different from all other North American Numbering Plan numbers because the destinations are not unique, and, in fact, depend on the network the caller has selected.

Yes, however it's an internal toll free number.

For example Lowe's & Walmart uses 1 (700) 222 - "Store #"
to call Nationwide stores without paying long distance, between States or Countries.

Toll free area codes are 800, 866, 877, 888.

700 was supposed to be used for a follow-me system where one number could be your work, home, cellular number. I think AT&T tried this in the early 1990s with little or no luck.

Area code 700 of the North American Numbering Plan (NANP) was introduced in 1983 to allow for presubscribing phone numbers to particular interexchange carriers [1]. Numbers in this area code are exclusive to the specific carrier, so that in the case of the wholly fictional 700-123-4567, where that number terminates could be one customer for AT&T, and an entirely different customer for each of MCI, Sprint, etc.

One useful number in area code 700 is (700)555-4141 to verify the carrier handling the long distance and international calls.

One way to think of this is to think of it as an equivalent of 192.168.x.x - ip network range.

In October 2006 Vonage announced 1-700-WEATHER which provides current weather, forcasts, and severe weather warnings for any U.S. area from Accuweather.

No 700 is not a toll free number. If you answer you will be charged a gross amount per minute as it is a scam out of the dominion republic.
