Slowly start shaving in the direction of the hair growth, to avoid any ingrown hairs in the near future. Generally from the Perineum (right between anus and testicles) towards the front, and from the base of the penis downwards.
Keep on doing the same through out the whole perimeter of the scrotum, making sure that the skin is pulled tight. don't push too hard on the gonads as it will hurt. Really.
Now, if you are not sure about shaving, but still want clean, soft and hairless balls you can use Nair cream for men, just apply it and leave it for about 8 minutes, then wipe off with a wet washcloth.
Make sure this is what you really want, because it will need dedication, according to how fast you pubic hair grows. It will itch at the beginning, but if you are sexually active, the rewards will be priceless.

I think shaving is itchy so all i do is trim it what i do is grab scissors and cut the hair be careful though you wouldnt want to hurt anything

If you just want to keep it trimmed, as opposed to completely shaving or waxing it, use a pair of manicure scissors to cut the hairs.
