WOW tailoring training?

Is it still the case that to train beyond 225 tailoring, a character needs to be level 40?

No there isnt level requirements for tailoring or any profession its just you will either have to buy some of the reagents or have high level friends help you farm it because the higher you go the higher th emobs are that drop some of the cloth and stuff. Good luck :]!
