That is very sweet of you that you want to take your girl out even though you are on a budget.
From a girl this would be the best thing to do if possible.
Go to the store and pick up something that both of you would like to eat and cook dinner at your place. Do a candlelight dinner for two. With some soft music playing and maybe some kind of flowers on the table for her.
If that isn't possible then you could always find a reasonable priced place in town to go and then maybe take a short drive if you like that kind of stuff.
Not knowing what kind of things you like to do that is really hard to say.

Depending on where you live, surprise her with a romantic picnic in the park. You can fill a basket with inexpensive food such as sandwiches, chips, etc. Also, gather a nice sized blanket, radio, games and enjoy each other's company at the park. If already have most of the items at home, then you'll pretty much have a very budget-wise date.

You could invite her over to your house and cook dinner for her. Watch a movie with her, most likely a chick flick. If you don't like chick flicks, just sit through it with her, she'll appreciate it. I would suggest either A Walk To Remember or Tristan and Isolde. Get her something cute such as a teddy bear. Write her a sweet note to go along with it. She'll appreciate you thinking to do all this for her.

I think a romantic picnic is so awesome. I once took my BF out to a park and we ate KFC on the grass then played on the swings. It was really fun...and we are over 21.
