First thing is, Are you a virgin? This could help with this question alot.
If youve ever had unprotected sex or have recently had unprotected sex then it could possibly be an STD.
However it could be other things such as :-
Fordyce's spots - small, raised, yellowish-white spots 1-2 mm in diameter that may appear on the penis.
Fordyce's spots are completely normal and occur in lots of men, they are harmless and do not itch or cause discomfort.
OR
Pearly penile papules - raised bumps of somewhat paler color around the base of the glans and are normal.
I myself have fordyce's spots and have quite alot of them over my penis, when i didnt realise what they were i regrettably popped one and pus came out, however it disappeared a couple of days later. You most likely have nothing to be worried about but i suggest that you see a doctor for complete diagnosis and maybe look it up on the links below.

I see from your avatar that you appear to have very pale skin like me. It is like a white-head. A zit, acne, etc. You probably have really sensitive skin. I get the occasional zit too. If you are worried, talk to your doctor.
I think you should be fine though. Okay. Good luck.

Yes its most likely a "white head" a sort of white pussed zit. Or it could very well be an ingrown hair or a boil. Ouch man. Ouch

I can imagine that you are awaiting some help from Y! community, but pls, believe me - the best way to solve your problem is to go immediately to the doctors. Please do it. Hope you have some health insurance. Don't do anything yourself, before you are not sure what you have there. Go to the doctors! Good health to you. Do not worry to much. Everything will be OK.

Ultimately you should go to the doctors, but you could probably call your Planned Parenthood and talk to a nurse for free.. and get a temporary answer or educated guess in full confidentiality.

is completely normal.... and they will grow around ur gland... like about 50 of them... dont worry ..is not std or anyhting.. is normal, and dont try to pop it..wont make a diff they maty get bigger.!
