I'm writing something for a fiction course and have no other way of researching this at the immediate present. I was just wondering if it is ever possible for a civilian to obtain a search warrant, especially in the case of a VEHICLE in the UK.

Can't help with the UK. In the US a sheriff can deputize whoever he wants to, so that might be a possible plot device. Good luck.

I imagine there are shady goings-on in which informants and such are tasked with finding and turning over pieces of evidence, but I'm not aware of an actual warrant ever being issued to a civilian.
