1.) L has y-intercept (0, -3) and is parallel to the line with equation: y=2/3x+1?

To answer this, remember that parallel lines have the same slope. Since you're given the y-intercept, you can write the equation:
y = (slope)x + (y-intercept) = 2/3x - 3

2.) Driving down a mountain, Tom finds that he has descended 1800 ft in elevation by the time he is 3.25 mi horizontally away from the top of the mountain. Find the slope of his descent to the nearest hundredth.

Slope = rise/run
rise = -1800 ft
run = 3.25 mi * 5280 ft/mi = 17 160 ft

slope = -1800 / 17160 = -.10489... = -.10

For graphing, it's extremely hard to explain without actually being able to show you on a graph.
