The States retained the most power under the Articles of Confederation, however it is important to note the correct perspective of these powers. That is, these State powers didn't come from the Articles of Confederation, rather, the States used their existing powers to created a limited general government through the use of an agreement among the several States referred to as the Aricles of Confederation.

Now then, there is no doubt in my mind that the Articles of Confederation gave the most power to the states. You see, the states were terrified of any strong central power, like the king before, taking away their rights and taxing them unfairly, etc, etc, and so forth.
So, they kept many powers for themselves, taking power away from the Federal Government. This included the power to mint their own money, tax their people, and others.

The States. The Federal government really had few powers under the A.O.C including the powers of taxation and raising a military.
