Its weird, cause he can hear random ppl in the background making fun of him, and then he hears ppl pushing buttons on the phone and laughing. Whats going on?

Sounds like someone is either on another line, or have those walkie talkies set on his frequency. Have him call the FCC and report it, that will make them stop.

Yes, it is possible...they actually have prank calls that do that. Tell him to change his number.
