In golf it means one shot over par. Par is defined by the average strokes that was determined for the hole. So if the average person (usually a person from an offical course club) takes 6 strokes to make it in the hole, then it's par 6 and bogie is 7 strokes. Par on the same hole can from club to club and is more of an unoffical goal because it all boils down to the fewest strokes wins.

Or it can be a suave and debonair guy in a tuxedo who made movies back in the 40s named Humphrey Bogart.

a bogie is like a bad guy you cant see or like a ghost or something .
thats where the term "boogie man" came from,
also known as a bogart or bogle.
in golf its spelled bogey just so you know...
