That's Peter Finch, from the film Network. Finch died before the Oscars were awarded, but won for Best Actor for his role in this film.

That line is from the 1976 excellent film “Network” of course. Written by the great Paddy Chayefsky. The line was delivered by Peter Finch who played slightly nuts anchorman Howard Beale.
