As of yesterday's patch, you don't. All leatherworking specializations (elemental, tribal and dragonscale) are now available to all leather workers. There will be some new Bind on Pickup leatherworking items that will require specialization, but for the standard Bind on Equip patterns, no specialization is needed.

First, bookmark www.thottbot.com

The Azshara Dragonscale Leatherworking quest comes from Peter Galen. He can be found using www.worldofwar.net/cartography. He is located due south of the Ruins of Eldarath at the north end of the Forlorn Ridge passage.

If you are good enough to be getting Dragonscale Leather there is no excuse for you not to know how to use Thottbot for quests and a set of online maps.

I'm assuming you're Alliance. If so, the person you are looking for is "Peter Galen". As you said, he is in Azshara, he is located at 37, 65 if you have a mod that shows your coordinates. If not, I recommend getting one. He is directly south of the Ruins of Eldarath. Good luck. :)
