Right click anywhere on the desktop, select Properties.
Under the Screen Saver tab, select Power.
You should find there are 2 power "schemes", one for when running on battery, the other for when running on mains power.
One of the settings should be for screen brightness.

is there not a brigten button on your computer, normally it dulls/dims when there is power cord and its running off the battery, it saves power, but i dont know why it would dim when there is external power
