You'd have to prove he did something illegal first.
Congress can look into whatever they want, but the privacy act specifically has exceptions that ALLOW wiretapping for the purposes of national defense, which includes counter-terrorism.
Whether you like him or don't, he hasn't broken any laws, and can't be impeached. You can't impeach someone for merely being immoral.
