Bush Jr. of course. He doing the best anyone can with the hand her was delt. If Clinton had done something about Ben Loddum when he had the chance, or the terrorist cell that was in place during his time. We wouldn't have a 911 and Saddam wouldn't have been a target. By the way he moved the WMD's to Syria.
