Sounds like you need a new scart lead. Sorry.

First you will need at least three scart leads.
you have two scart sockets AV1 and AV2 on the TV set.
here are the instructions.
TV aerial lead plugs in to the aerial socket on the back of free view box, (TV-in)
Plug in a scart lead at the back of the free view box (TV-out)
and the other end to the DVD recorder (line-in) then from the DVD recorder (line-out) to the TV AV1 scart socket (line-in)
there is no tuning in as it's a direct input.
switch on TV to the AV1 channel via the remote and set the free view box to scan for TV program channel's and that's it.
the other scart socket on the back of the DVD-Recorder plugs in to AV2 at the back of the TV set so you can watch DVDs.

I don't know much (yet) about freeview or anything else you mention, but I have seen rolling pictures caused many times by PAL/NTSC conflicts...25 fps PAL signal causes 30 fps NTSC TV's to "roll" I've fixed this with DVD players by setting the output mode from "any" (usually) to "ntsc". No idea if this is any help, but it's the only thing I can come up with.
