DSL is an internet connection type that is based on your phoneline so yes, you will still need a connected phoneline at your house.
basically the data on a DSL connection is still sent over your phone line so without one you would have no connection.
however, there is nothing to stop you switching your phone service to a cheaper company or a cheaper line rental tariff that is specifically intended for low usage customers.

It all depends on your provider and your contract (if you have one) for your DSL line. I used to work for MCI and although I don't remember which ILECs allowed a stand alone DSL product, some companies do offer it. I would contact your Local Service Provider (phone company) and find out if they allow it. If you are paying $70, or is it $95/mo basically for the ability to use internet I don't blame you for looking. If your phone company does not allow the stand alone product, you might want to contact your local cable company. Often you can get a comprable cable internet product for $45/month or less. If you decide you need a home phone in the future you could always try one of the leading internet phone providers like Vonage or Packet8. Call quality is exceptional and they are far less expensive so even if you went to cable internet, it sounds like you would be saving. I hope this helps.

You have to have a phone line, that's for sure. Some telcos will sell you a bare line without phone service but with DSL. You'll have to ask your phone company.
If they won't do a bare line, find out how much it will cost to drop your phone service to the cheapest basic service. With that you will have 911 service and can make local calls and have DSL. The cost for your DSL might go up if you're on a bundled package but the total cost may be lower. If you're on a contract you may have a termination fee to pay so factor that into the costs as well.

You can have a dedicated line just for your DSL and use your cell phone for making phone calls. You'd still have to pay for the DSL line, obviously.
My mother was going to do that, but it would have ended up costing her more to go that route. I would assume that it depends on your area and what kind of deals you can get there.

You have to have, at minimum, a basic home residential plan with the phone company before you can order DSL.

You'd have to contact the ISP or the Phone Company. Some companies Bundle all their nifty services together. I'd wager the answer to be yes.
