Depends on how you're using it. To me it means, iffy, undefined or not specific enough, not enough information to make an informed decision, too generalized. For example, when they report a breaking news story, they often say "details are sketchy at this time".

Someone who is sketchy has a questionable character. A place that is sketchy is either dangerous or you could get arrested there.
