That you'll pay for it and be able to pay for the monthly fees. Did it ever occurred to you that your mom has a better use of the money, maybe? Maybe all your parents wages were all going to bill and your everyday needs and nothing left for anything else like your cell phone? Talk to her nicely and try to understand your parents financial situations. If they can free up some or can afford it, I don't see any reason why not. Then again, is needing a cell phone is out of necessity or out of luxury?
