because that's the way they're designed to make the battery last longer without having to be recharged.

yup, when you are on ac power the screen is brighter 'cause it does use a lot and since it's on electrical current it doesn't matter. but when you're on battery, it can reduce your battery time quite a lot, a 35% id say, to say the least. You can change a lot of energy profile settins on Control panel -> Energy options.

In order to save power, the lights in the screen go down so the battery is not used as fast.

It does that so that your computer will use less power and the battery will last longer. You can change it under power settings in the control panel.
